▪ Coordination works best if Community Action Agency is involved early in pre-development phase
▪ Community Action Agency initiates eligibility review, arranges/coordinates audit, monitors installation
▪ Community Action Agency develops work scope that can be funded through the WAP
▪ Federal government is withholding half of WAP stimulus dollars until 30% of the homes targeted

Community Action Agencies:

▪ Must guarantee that activities are eligible
▪ Must certify tenants income
▪ Must account for all expenditures
